Technical Regulations and Conformity to Technical Regulations

One of the most widespread and in-demand standard systems in the territory of the Russian Federation refers to the GOST R System, developed for the organizing and implementation of works on the compulsory and voluntary certification of products, work or services and for the assurance and credibility of the certification results. It proves the conformity to the standards of the GOST R Certificate of Conformity, which can be obtained upon submission of necessary documents on the products, service or work and an application for the issuance of the Certificate to the certification authorities. It stands to mention that an ISO 9001 Certificate issued by the GOST R System features unconditional credence and maximum reliability as being issued by the state accredited agency.

Upon enactment of the Federal Law “On Technical Regulation” currently in Russia the changes in the standardization system take place. Within the framework of the reform the new standard codes are being adopted, called as technical regulations, which are targeted at the harmonization of international and Russian standards, as well as at the enhancement of competitiveness of national producers.

The procedure of confirmation of products safety conformity to the Technical Regulations falling within the cope of the Technical Regulations will be conducted in a form of declaring or compulsory certification. The voluntary certification will remain unchanged, the conduction of reforms will take place within the framework of the GOST R System.

Due to the enactment of the law on the 15th of February 2010 the Executive Order of the Government of the Russian Federation defines a new list of products liable to the compulsory certification, and a list of products, which conformity is executed in a form of declaring. Products undesignated in the lists refer to the products of the voluntary certification and declaring, therefore for this category of products the declaring and certification refer to a voluntary arrangement.

Herewith we enclose a list of the main technical regulations that govern mainly the safety matters that replace the standardization:

• Technical Regulations on Requirements to Emission of Harmful (Polluting) Substances by Automotive Engineering Released for Service in the Territory of the Russian Federation, approved on 22.04.2006.
• Automobile and Aviation Gasoline, Diesel and Marine Fuel, Jet Engine Fuel and Reduced Fuel Oil Technical Regulations, approved on 27.02.2008.
• Fire Safety Technical Regulations, approved on 22.07.2008.
• Technical Regulations for Milk and Dairy Products, enacted in December 2008.
• Technical Regulations for Fruit and Vegetable Juice Products, enacted on 28.04.2009.
• Tobacco Products Technical Regulations, enacted on 26.12.2009.
• Technical Regulations for Safety of Products Intended for Children and Teenagers, enacted on 29.04.2010.
• Building and Structures Safety Technical Regulations, enacted on 01.07.2010.
• Wheeled Vehicle Safety Technical Regulations. The Regulations came into force on 23.09.2010.
• Machinery and Equipment Safety Technical Regulations, enacted on 25.09.2010.
• Lift Safety Technical Regulations, enacted on 14.10.2010.
• Low-Voltage Equipment Safety Technical Regulations, enacted on 30.12.2010.
• Technical Regulations on Apparatus Operating on Gaseous Fuel, approved on 01.01.2011.
• Railway Rolling Stock Safety Technical Regulations. The Regulations came into force on 03.08.2013.
