ROSTEKHNADZOR
Permission of ROSTEKHNADZOR to release and application of concrete kinds (types) of technical devices used on potentially dangerous industrial objects, is given by Federal Agency of ecological, technological and nuclear supervision according to regulations, confirmed by Order of Russian Federation's Goverment from July, 30th, 2004 №401.
Dangerous industrial objects are: enterprises or its departments, sites, platforms, and also other industrial objects specified in the appendix 1 to Federal Law "About industrial safety of dangerous industrial objects" from 21.07.97 N 116-FZ.
Thus it is supposed:
- give out one permission on type-size series of technical devices of one appointment. Thus observance of a uniform design approach of used materials and technologies is necessary.
- give out permissions to complete technical device in which all components carry out interconnected technological functions. For this purpose it is necessary to confirm conformity of all its components to requirements of industrial safety.
Application of means which do not have POSTEKHNADZOR's permission is forbidden to operation on dangerous industrial objects.
Safety Certificate may be obtained through passing the examination of industrial safety on compliance to requirements of rules and standard documentation of Russia. As a result of carrying out the examination a conclusion is drawn up by specialised organisation having ROSTEKHNADZOR's licence on basis of the Federal Law "About industrial safety of dangerous industrial objects", and ROSTEKHNADZOR's permission is given out.
Permission operates on all territory of Russian Federation from one year to full term of operation of the equipment:
- On type (kind) of a technical device - 5 years;
- On individual technical device or party - no more than target date of operation (resource).
Necessary documents for permission reception:
1. declaration assured by seal of the firm and signature of the head;
2. letter of attorney from the manufacturer (maker);
3. data about the manufacturer (maker);
4. description of the technical device, appearance, technical characteristics, scope;
5. Engineering specifications ( passport, operation manual, design drawings of products with specification on material of details, instructions on assemblage, installation and operation), including technique of carrying out control tests, resource and term of operation, condition and requirement of safe operation,order of maintenance service, repair, diagnosing;
6. Reports of production tests;
7. Data on a chemical compound and mechanical durability of materials applied at manufacturing of products;
8. GOST P Certificate of Conformity
9. Copies of reports of certified and acceptance tests;
10. Explosion-protection Certificate (if necessary on some technical devices);
11. Foreign certificates;
12. ISO 9000 series Certificate (if present);
13. Test reports of independent foreign laboratories (if present);
14. Acceptance certificates, preservation, packing
15. data about service life and resource of equipment.
List of documents may be specified and supplemented depending on type of production.
