GOST-R Certificate of Conformity
GOST-R Certificate of Conformity is a document which confirms conformity of production to quality and safety requirements established for given production by operating standards and rules (GOST, GOST Р, GOST Р IEC, GOST Р ISO, etc.).
Conformity certificates are given by accredited in GOSSTANDART system certification organs. These are independent organisations which accreditation is spent by Federal Agency on technical regulation and metrology (ROSTEKHREGULATION). Basis for delivery of the GOST-P Certificate of Conformity is a report made by results of tests and expert estimations, done in the laboratory accredited by ROSTEKHREGULATION.
Requirements.
GOST-P Certificate of Conformity on production may be given out only if additional certified documents necessary for given production are present: Hygienic conclusion, Veterinary Certificate, Fire Safety Certificate, etc.
In Certificate of Conformity listed above documents are included.
Conformity certification may have both obligatory, and voluntary nature.
Lists of production which is subject to obligatory certification:
- For home production - Decision of GOSSTANDART of Russia № 64 from 30.07.2002
- For import production - FTS Letter of Russian Federation from December, 19th, 2006 №06-73/44906;
Voluntary certification:
For reception of a voluntary Certificate of Conformity it is necessary to give the same documents, as for obligatory certification. Difference consists that you will define, on what parametres to test production.
If there is no necessity for reception of the voluntary Certificate of Conformity, in that case it is possible to make a refusal letter for custom organs.
For receiving consultation on receiption procedure of the GOST P Certificate address in the Center of Production Certification "Standards-group".
Documents necessary for reception of the certificate:
- specifications,
- hygienic conclusion,
- Fire Safety Certificate, etc.
It is necessary to have in view that listed documents may be demanded in some regulated cases. Then their names and numbers will be brought in the GOST-R Certificate of Conformity
GOST-P Certification is obligatory for the main part of various kinds of production and equipment made in Russia and imported from abroad.
· List for home production is made on basis of the Decision of GOSSTANDART of Russia № 64 from 30.07.2002
· List for import production — on basis of Letter of State Customs Committee 01-06/47124 from 28.11.2002 (addition to State Customs Committee Order № 217 from 23.05.94);
If some kinds of production are not subject to obligatory certification, it is possible to issue voluntary GOST-R Certificate.Order of voluntary certification and list of demanded documents are almost identical to obligatory. And you may define, on what parametres to test your production.

1) "Serial manufacture" or «for manufacturer». The certificate is given out for period from 1 till 3 years depending on production, results of tests, condition of manufacture and other factors.
Necessary documents for production certification of a foreign manufacturer (that is you represent interests of a foreign manufacturer in the Russian market):
1. List of production assortment which is produced by the enterprise with instructions of models (catalogues, advertising brochures and so forth);
2. Description on production and parametres of typical representatives (necessarily appearance, photo);
3. Passport (maintenance instruction) with technical characteristics.
4. Label with marks, accompanying product (for cosmetics, etc.) in certain cases is required;
5. Certificates of the manufacturer (ISO);
6. Letter of attorney from firm-manufacturer with seal original;
7. Full requisites of the applicant with full name of the director;
8. Full address of the manufacturer;
9. Sanitary-and-epidemiologic conclusion;
10. Earlier received documents: reports, certificates;
11. Document, confirming status of applicant's legal person.
Necessary documents for production certification of a home producer:
1. Authorised documents (regulations, certificate on registration of a legal person, certificate on statement in tax inspection);
2. Contract on rent of industrial spaces or document, confirming property right;
3. Registered specifications (THAT);
4. Passport with technical characteristics (maintenance instruction);
5. Production schedules or other documents in which production "know-how" is registered;
6. Assortment list of made production (catalogues, brochures, etc.);
7. Equipment list;
8. Plan of the shop with description of of the manufacture's condition;
9. Sanitary-and-epidemiologic conclusion;
10. Permission of SES for production;
11. Certificates, hygienic conclusions on raw materials, materials and accessories;
12. Received documents: reports, certificates.
2) "On the contract". This system is recommended for certification of production imported in batches, during certain period. Which takes usually 1-2 years and is determined by contract.
Necessary documents for certification of production of a foreign manufacturer:
1. Certificate of registration, statement on account in tax inspection of the applicant;
2. Contract on delivery;
3. Invoice or specification to the contract, ТТC;
4. Certificate of the manufacturer;
5. Passport (maintenance instruction) with technical characteristics (necessarily appearance,photo);
6. Label with marks, accompanying a product (for cosmetics, electronics, etc.) in certain cases is required;
7. Sanitary-and-epidemiologic conclusion;
8. Earlier received documents: reports, certificates;
9. Full requisites of the applicant with full name of the director;
10. Full address of the manufacturer.
Necessary documents for production certification of a home producer:
1. Certificate on registration, statement on account in tax inspection of the applicant;
2. Contract on delivery;
3. Invoice or specification to the contract, TTD;
4. Passport with technical characteristics (maintenance instruction, appearance,photo);
5. Label with marks, accompanying product (for cosmetics, electronics, etc.) in certain cases is required;
6. Sanitary-and-epidemiologic conclusion;
7. Earlier received documents: reports, certificates.
3) Simplified system of certification recommended to use for individual product samples or small parties. Certificate will stand out on basis of declaration on conformity with documents applied on it confirming conformity of production to established requirements (it may be test reports, certificate on quality system on ISO 9001). Tests in this case are not done.

1. Certificate on registration, statement on calculation in tax inspection of the applicant;
2. Contract on delivery;
3. Passport with technical characteristics (maintenance instruction, appearance,photo);
4. Declaration on conformity from the manufacturer;
5. Sanitary-and-epidemiologic conclusion.
