Declaration of Conformity

A Declaration of Conformity is a document with the help of which the manufacturer certifies that its product or service conforms to the requirements of the technical regulations. The present document enables a consumer to purchase a qualitative production, but the manufacturer – to bring its product on the market successfully and present it in the best possible way. The decision on the issue of a declaration of conformity is made after the implementation of a special procedure, i.e., declaring conformity.

Declaring conformity of production in RF is allowed in cases as follow:

• The applicant’s production is included into the production list to which a declaration of conformity might be issued;
• there must be prepared the documents that certify the conformity of the production to the requirements of the technical regulations and national standards;
• there must be prepared the data sheet on testing and measurements executed at an accredited test laboratory and which prove the conformity of the production to the quality standards.

The Federal Technical Regulation Law regulates the declaring of conformity and contains the description of general schemes pursuant to which the declaring of conformity may be performed. According to the law, declaring of conformity of production can be done either voluntary or compulsory. The criteria of choice of that or another scheme, the forms of declaring are given in the technical regulation “Recommendations on the choice of forms and schemes for the compulsory conformity assessment of products”.

The compulsory conformity assessment is recommended to apply, if:

• the products contain a high level of potential danger and require the special protective actions (medicaments);
• the products refer to the sphere, to which international agreements and documents apply;

In case of the compulsory conformity assessment a corresponding scheme of declaring is to be chosen. There are 7 defined schemes of declaring, which contain one and more operations.

Scheme 1d:

• Gathering and integration of the necessary technical documentation;
• adoption by the applicant of a declaration, which contains data on the conformity of the production to the technical regulations;
• the production is marked by an appropriate symbol.

Scheme 2d:

• testing of a production sample at a laboratory admitted to the performance of corresponding work;
• the applicant receives a declaration of conformity;
• the production is marked by an appropriate symbol.

Scheme 3d:

• testing of a production sample at a laboratory admitted to the performance of corresponding work;
• filing by the applicant of an application to the certification body for the conduction of certification of the quality system;
• the certification body executes the analysis of the production quality system;
• the applicant receives a declaration of conformity;
• the production is marked by an appropriate symbol;
• the certification body performs the inspection checkup of the manufacturer’s production quality system.

Scheme 4d:

This scheme is similar to the Scheme 3d, save for that the certification body in this case performs the certification of the quality system at all stages of the controlling and testing.

Scheme 5d:

• A laboratory admitted to such types of work performs the testing of a consignment and issues the test data sheet directly to the applicant;
• the applicant receives a declaration of conformity;
• the production is marked by an appropriate symbol.

Scheme 6d:

• A laboratory admitted to such types of work performs the testing of every unit of the production and delivers the test data sheet to the applicant;
• the applicant receives a declaration of conformity;
• the production is marked by an appropriate symbol.

Scheme 7d:

This scheme is similar to the Scheme 3d, save for that the certification body in this case performs the certification of the design and production quality systems.

Thereby, the declaring of conformity of production manifests such a tread of confidence between a consumer and a manufacturer, which gives guarantees to both parties. Performance of the conformity assessment refers to the basis of the development of any manufacturing company.
