About certification

Certification is a procedure confirming conformity of a product or service to requirements of quality and safety.

Because of existence of big number of danger sources (general, hygienic and fire requirements, requirements to medical production and building materials, radio-frequency requirements and requirements of industrial safety) there are different requirements.

Certificate is a result of tests and works according to conformity of their results to safety requirements defined by standards, norms and rules.

An independent organisation which by test tests and by expert estimation defines, whether production corresponds to standards and rules established for it, is authorised to do certification.

Certificate is a form of a strict reporting filled definitely, signed by the head (expert) and under seal of a representative organ.

There is an obligatory and a voluntary certifiation.

1. Obligatory certification concern to production, which is listed in special directories - nomenclatures of production which is subject to obligatory certification.

   There are following kinds of nomenclatures:

   • nomenclature of production which is subject to obligatory certification in the GOST-R Certification system;
   • Fire Safety nomenclature;
   • ROSSTROY nomenclature;
   • ROSSVYAZ nomenclature;
   • ROSPOTREBNADZOR nomenclature;
   • ROSTEKHNADZOR nomenclature;
   • ROSZDRAVNADZOR nomenclature.
2. Other production may be certificated in a voluntary order at applicant's will.

   Such certification is done for increase of competitive capacity of the company and in advertising purposes.

   • Registration of BUD;
   • CЕ marks.

Certificates may be given out exclusively by organisations authorised by Federal Agency on technical regulation and metrology. List of organs is published on the website of ROSTEKHREGULIROVANIE.

One may distinguish following stages of the certification process:

• giving demand by client for doing certification of production;
• representation of necessary documents by an applicant: certificates, conclusions and other certificates which presence is obligatory according to established requirements;
• making contract on doing the certification;
• carrying out tests and examination of production;
• analysis of manufacture's condition (if it is provided by the certification scheme);
• registration, delivery and registration of the certificate of conformity on production or equipment.

As standard documents on conformity to which production is estimated, act state and branch norms presented as following documents: state, branch standards and specifications on manufacturers (GOSTs, OST and THAT).
